Downloading patient panels to submit to the BC Provincial Attachment System (PAS)

Providers in British Columbia providing longitudinal care to a panel of patients must submit their patient panels to the new Provincial Attachment System (PAS) by December 31, 2023. This panel submission is part of the eligibility criteria to receive CLFP funding and CPR payments.

Providers must first identify and download their patient panels using the BC PAS Empanelment analytics dashboard and then, using Dr.Bill, submit their patient panels to the PAS.

📌 Notes:

  • Providers enrolled in the Longitudinal Family Physician (LFP) payment model who have already submitted their patient panels to the PAS do not need to do this again. For more information, refer to Mass billing for your empaneled patients (British Columbia).

  • An empaneled patient must have a MSP personal health number. We suggest they also have a status of Active in the CHR. For more information on marking a patient as active, refer to Updating patient demographics.

Steps to create a report of all your empaneled patients

  1. From the main menu, click Analytics.

  2. On the right side of the screen, use the search bar to search for the BC PAS Empanelment dashboard and select it.

  3. At the top of the dashboard, the filters specify the data you want to see in the dashboard report. Ensure that the filters match how you identify your patient panels. We recommend including: Primary Provider set as yourself, and Primary Identification set as MSP or BC. You can also use Status Tags, Status (Active), Appt Date (Not Seen Report) and Billed Date.

  4. Click Load to view the reports.

Steps to download your patient panel

  1. Hover over the Billing Report tile, click the menu icon in the top-right corner of the report and select Download data.

  2. In the window that appears, select the CSV file Format from the list.

  3. Click Download. The file is saved on your workstation. For more information, refer to Downloading data from analytics reports.

  4. Use the downloaded CSV file to submit your patient panel via Dr.Bill. For more information, refer to How to submit your patient panel with Dr.Bill. Additional information can be found on the Doctors of BC website.

    📌 Note: Panels should show in the PAS after 3-5 business days. If you do not see your panel, contact HealthBcSupport@phsa.ca.
